Panglao island hopping: Balicasag and Virgin Island

The island-hopping morning is the single most-booked thing people do from Panglao: a small outrigger out to Balicasag for the reef, a stop at the Virgin Island sandbar, and back before lunch. Two things make it worth planning rather than improvising. The whole area sits inside the Panglao Island Protected Seascape, and the rules changed in February 2026 when Virgin Island reopened after a closure. And the boat leaves early enough that the land transfer either works or wrecks the day.

What the standard boat day actually is

A Panglao island-hopping trip is a boat itinerary, not a drive. You leave from the Panglao side by outrigger, and the usual shape combines the reef at Balicasag with the sandbar at Virgin Island — the small islet whose proper name is Puntod. The Bohol provincial tourism office describes exactly this pairing: Balicasag for diving and snorkelling, with island hopping onward to Puntod.

The boat, the guides and the protected-area fees are arranged by the accredited boat operator, not by us.
What decides whether the morning runs smoothly is the land side: the resort pickup, the drive to the right departure point, and being there before the boat goes.
Panglao has ten marine protected areas, sixteen dive sites and two snorkelling sites, so "island hopping" covers several different permitted itineraries rather than one fixed trip.

Virgin Island reopened in 2026, and the rules are new

This is the part most older trip reports and videos get wrong. Puntod, or Virgin Island, was closed to visitors in 2024 after coral vandalism was documented at the Estaca snorkelling site and anchor damage was reported across the Panglao reefs. It reopened on 3 February 2026, after the Protected Area Management Board cleared it under the new Panglao Island Protected Seascape Marine Tourism Guidelines issued by DENR Region VII.

Vendor stalls are no longer permitted on the sandbar — the row of stalls selling food and drinks in older photos and videos is gone, so bring what you need with you.
There is now a single designated entry and exit point to the island, plus a ticketing booth to regulate entry.
Boat operations and visitor capacity are actively controlled to prevent overcrowding, so a slot is not guaranteed simply by turning up at the beach.
Mooring buoys and navigational guides were installed during the closure so boats no longer drop anchors onto the coral.
Boat operators have been accredited by the Department of Tourism, and local stakeholders trained in basic life support and water safety.

Balicasag is the reef half of the day

Balicasag is the small offshore island south-west of Panglao, and it is what most people are really coming for. Bohol tourism says diving is what it is famous for; snorkelling is the alternative for anyone not certified. Its fish sanctuary is long-established rather than new — the CCEF marine protected area database records it as set up in 1998, following conservation work that began under Silliman University in the mid-1980s.

Snorkel gear, fins and other swimming equipment can be rented on the island, and there are local restaurants there.
Diving at Balicasag is regulated by the municipality of Panglao rather than open to walk-ups, so certified divers should let the operator confirm the booking rather than assume a slot.
A packed lunch can be pre-arranged with the tour handler if you would rather not rely on eating on the island.

The early start is the whole plan

The Bohol provincial tourism office is specific about timing: it is always ideal to leave Panglao in the morning before 7, and to be back before 2 in the afternoon, to avoid the rising tide later in the day. That single line drives everything else about the morning, and it is the reason an island-hopping day is worth pairing with a pre-booked pickup rather than finding a ride at dawn.

A pre-agreed pickup time at your resort means the vehicle is waiting before the boat goes, not being negotiated at 6 in the morning.
If the island-hopping trip is on your arrival day, send the flight or ferry details too so the road plan is built around the actual landing.

If you want the afternoon to keep going, say so: the same vehicle can pick you up after the boat and continue to a countryside stop.

Dolphin watching is a separate, earlier trip

People often assume dolphin watching bolts onto a Balicasag morning. It usually does not — it is a different boat, from a different side of the island, at a different hour. The dolphins are watched off Pamilacan, a small island that belongs to the municipality of Baclayon and sits inside the Bohol Marine Triangle, and the Baclayon local government notes that the best time to watch them is at dawn.

Baclayon records at least thirteen species of cetacean around Pamilacan, including Bryde’s and sperm whales, and Risso’s, spinner, bottlenose, spotted and Fraser’s dolphins.
Pamilacan also has a marine sanctuary on its north-west side and a Spanish-era fort on its north-east side, so it is a landing worth time rather than only a boat ride.
Because a dawn departure from the Baclayon side means leaving Panglao well before the island-hopping boats, treat it as its own day and its own transfer.

The Bohol provincial tourism office describes the day in this order — Balicasag for the reef, then island-hopping onward to Puntod — and brackets the whole thing: leave Panglao in the morning before 7, and be back before 2 in the afternoon, to avoid the rising tide. Both islands are part of the municipality of Panglao, so the loop starts and finishes on the same shore. The two ends of it are road legs, and those are the part we quote.

Operators run variants of this. Some add a snorkelling stop, some sell a dolphin-watching leg on the front of it, and the running order can move with the sea on the day. What does not move is the bracket at either end, which is what the road plan has to fit. Deliberately, no stop above carries a time or a duration — the boat operator sets those, and we time the pickup to whatever they hand you.

Is Virgin Island open to visitors again?

Yes.
